Update on Hitachi Rail’s preparatory work for new customs and tariffs arrangements
Hitachi Rail has been preparing for the United Kingdom leaving the EU and like many businesses, we perceive that the major and immediate challenges will be understanding and managing a new customs regime, and the volume of declarations this will entail. We have been working with our supply chain, the Railway Industry Association (RIA) and UK Government to promote policy solutions that could mitigate the impact of new customs and tariffs from 1st January 2021 and ease the flow of parts, products and goods across borders.
Nevertheless, if these solutions are not enacted, we have confidence that Hitachi Rail’s diverse supply chain will continue to prove resilient, as recently demonstrated by the continued flow of parts during COVID-19. The size, responsiveness and proximity of our UK supply chain had an important role in creating resilience during the pandemic. Meanwhile our Japanese supply chain will benefit from the new UK-Japan trade deal both in the short, medium and long term.
Our freight solutions have already incorporated CTC (Cross Border Transit Convention) T1 status, which should allow for continued movement of our supply chain in the event of POE (Port of Entry) congestions. Having already previously prepared for the UK leaving the EU without a trade deal, Hitachi Rail’s levels of stock for our UK Service and Maintenance operations have remained relatively high and should mitigate the impact of border disruption at the level anticipated in the UK Government’s Reasonable Worst Case Scenario (RWCS) of reduced road freight flow by 60%-80% or delays of two days for trucks to clear UK borders.
Nevertheless, we do know that there will be greater friction with the movement of goods and parts from the EU to the UK and we are therefore continue to identify ways Hitachi Rail can further support with preparation and mitigation strategies on an ongoing basis.
