Challenge

In 2007, the Netherlands started to shift from paper tickets to contactless cards to ease mobility and increase the use of public transportation. During beginning of 2020 followed the introduction of EMV bank cards for open- and closed loop transit validation.

The challenge was to create a nationwide, interoperable fare management system across all modes of transport, metro, train, bus, tramway, and at the same time offering a reliable and seamless travel experience to travelers. 

Solution

Hitachi designed and supplied a complete turnkey fare management solution, developing through the years from a card-centric to an account centric solution. The solution nowadays supports the traditional card-based OV-chipcard system as well as new technologies such as QR codes and EMV open- and closed loops (OVPas). This is all integrated into every single device to ensure nationwide ticketing interoperability.  Continuous upgrades of the equipment as well as the software ensures clients to always benefit from the latest technology and improved security to meet the PCI banking requirements. 

Through long-term Service Level Agreements with the individual public transport operators, Hitachi Rail delivers a comprehensive set of maintenance services, including a service desk, first line maintenance, technical support on site, shop repair, hardware and software maintenance and operations management support. 

Impact

Smartcard technology makes public transport easier to use, and it plays a decisive role in reducing car dependency. With approximately 13 million public transport cards in circulation and over 50 million bank card taps per week. 

Travelers can very easily use the public transport in the Netherlands by paying with their bank card, credit card or phone. The implementation of the revenue collection system (OV-chipkaart) lay the foundation for a nationwide multi-modal ticketing system. This multimodal ticketing solution delivers significant benefits for transport providers, such as reduced cost of ownership and strengthened revenue security.
