Head of Technical Safety (Ref.No. R1009699)

The Technical Safety team is responsible for the safety of the project solutions developed and deployed by Hitachi Rail GTS Singapore and compliance to safety principles, industry specific standards and best practices for the development and deployment of safety-critical systems.
The Head of Technical Safety (Singapore) provides leadership to the Technical Safety team, ensuring collaboration, manages headcount needs, develops and continuously improves safety methodologies, shares expert knowledge, works alongside and provides support to the team in the execution of Technical Safety activities in accordance with the company’s process, applicable industry standards and best practices, in line with the Safety Maturity Level.
• Provide leadership to the Technical Safety team, manage headcount needs to ensure that the required team capacity is maintained
• Oversee the professional development of staff, manage staff competencies and training to ensure that suitably competent staff is assigned to perform Technical Safety activities, in line with the Safety Maturity Level
• Support the company wide improvement process
• Ensure that the Technical Safety team’s activities are executed in accordance with the company’s process, applicable industry standards and best practices
• Set team and individual objectives in line with the company’s priorities and evaluate performance of technical staff
• Provide support to the team members in the execution of their work and in their interaction with internal and external stakeholders, coach them on how to perform their work, monitor their progress and direct them on priorities in alignment with the Project Safety Manager
• Responsible for on time and on budget delivery of Technical Safety work packages
• Manage activities required to support bids and variation orders. Produce accurate cost estimates for Technical Safety
• Manage Risks and Opportunities for Technical Safety
• Support capitalization activities for the project and department as well as lessons learned
• Maintain good working relationships and communication with other disciplines and stakeholders
• Report directly to the Managing Director Hitachi Rail GTS Singapore and liaise with business lines Technical Safety teams; liaise with external stakeholders as requested
You have:
• B.Sc. in Electronics, Computer Science, Electrical Engineering or equivalent
• Minimum 5 years of experience in a senior role in train control systems or automation in other industries such as aerospace, defense, automotive, medical or nuclear
• Knowledge of railway signaling systems, train control systems, fixed and moving block signaling principles, relay-based and/or computer-based interlocking design
• Good understanding of systems engineering, software engineering and functional safety
• Detailed knowledge of system safety lifecycle, system requirements definition, safety design concepts (system and software), safety and risk analysis
• Extensive experience with safety standards (CENELEC, IEC, IEEE, MIL), best practices, safety methods and techniques (HAZID, HAZOP, PHA, SHA, OSHA, FTA, FMEA/FMECA, FSA) and hazard management
• Demonstrated ability to lead and coordinate technical staff
• Good technical writing skills, excellent communication skills; excellent command of the English language, both written and oral
• Strong People management, work package management, and change management skills; conflict resolution skills
